Executive
David McCarthy - President
David McCarthy has dedicated his career to the many regulatory aspects of the health care industry. Graduating from Carleton University in Ottawa (1966), he spent over 12 years with the Health Protection Branch both as a Food and Drug Inspector and as a regional manager in the application and enforcement of the Food and Drugs Act and Regulations. Between 1978 and 1981 he was the Vice-President and General Manager of one of Canada's leading contract analytical and toxicology laboratories working with the pharmaceutical, medical device, food and cosmetic industries. He established McCarthy Consultant Services Inc. in 1981 to provide Quality Assurance (Q.A.) and Good Manufacturing Practice (G.M.P.) consulting to the pharmaceutical industry, and has since grown the company to become an internationally recognized Regulatory Management Organization serving the pharmaceutical, medical device, food, Natural Health Product, cosmetic and biotechnology industries.
David currently sits as the Chairman of the Board for CAPRA (Canadian Association of Professional Regulatory Affairs) and has served as Chairman of the Regulatory Committees for the Non-Prescription Drug Manufacturers Association of Canada (NDMAC), Canadian Cosmetics, Toiletries and Fragrances Association (CCTFA), and Medical Devices Canada (MEDEC).
Tessa Hogerwaard - Director of Associate and Client Affairs
Graduating with a BSc in Chemistry and Microbiology, Tessa has 35 years of experience in the Canadian regulatory and Quality Assurance environment. Industry experience has been in the area of Quality Control, Quality Assurance and Regulatory Affairs at a large multinational corporation. She has been with McCarthy Consultant Services since 1989, utilizing her wide base of experience in assisting clients with a variety of projects ranging from assistance with New Drug Submissions, setting up and administering Quality Assurance systems for foreign companies locating in Canada, GMP audits of foreign and Canadian facilities, GMP consultation and training, liaison with Health Canada, and providing regulatory advice and assistance to clients.
Tessa currently serves on the Regulatory committee with the NDMAC (Non-Prescription Drug Manufacturers Association of Canada) and the CCTFA (Canadian Cosmetics Toiletries and Fragrances Association).
Matthew McCarthy -Vice President and General Manager
Matthew McCarthy joined MCS in 1999. He is responsible for recognizing and developing new services, products and markets for MCS. In addition, Matthew oversees all marketing and sales of MCS services and products. Prior to MCS, Matt worked with a marketing a promotions firm in Toronto as the National Director of Promotions. For the past several years, Matt has served on the ACES Committee at Health Canada (Advisory Committee for Electronic Submissions) as a representative of the NDMAC (Non-Prescription Drug Manufacturers of Canada) and as a member of the Communications Committee with TBI (Toronto Biotechnology Initiative).
Matthew is currently completing an Executive MBA in International Business at the Rotman School of Management in Toronto.

The MCS team of 30 associates possess a wealth of industry knowledge gained through years of experience both from industry and Health Canada.
